The Wave 25 rule, in ZATCA's words
On 24 July 2026 ZATCA announced that Wave 25 covers all taxpayers whose revenue subject to VAT exceeded SAR 187,500 during 2022, 2023, 2024 or 2025.
They must integrate their e-invoicing solutions with the Fatoora platform no later than 1 February 2027, and ZATCA notifies every targeted business.
Which figure to enter
Your revenue subject to VAT for each year. The closest number is the total of your taxable sales in that year's VAT returns. If in doubt, ask your accountant before relying on the result.
If you are in Wave 25
- Look for ZATCA's notice in its portal.
- Make sure your POS supports Phase 2: signing the invoice, a QR code with the signature fields, and the Fatoora connection.
- Onboard your devices on Fatoora and test them well before the deadline.
- Show your cashiers what changes on the invoice.
How to onboard devices on Fatoora
If your revenue passed SAR 375,000
Wave 24 covered businesses above SAR 375,000 in 2022, 2023 or 2024, and its deadline passed on 30 June 2026. If that is you, you are most likely in Wave 24 or earlier, so check ZATCA's notice to you.
If you are in no wave yet
ZATCA tells the following waves at least six months before their integration date. Be ready, and pick a POS built on Phase 2 now so you are not switching systems under pressure.
Fines
Not meeting the e-invoicing requirements carries violations and fines set by ZATCA.

How CashHub helps
CashHub is built on the Phase 2 requirements: the device signs each invoice and adds its QR code, and invoices are chained and cannot be deleted. Connecting to the Fatoora platform is done with you during setup, with no technical configuration on your side. We onboard your devices on Fatoora with you.
