Every one of the 240 codes now has a page in Arabic and English: the official SDK text, its severity, an unofficial Arabic translation, its source in the XML standard with section and page, and fix steps built from the rule wording. The 40 hand-written pages are unchanged.
We corrected the fine amounts on our e-invoicing pages
26 October 2026 · Reference change
Our e-invoicing fines page and the tax invoice and credit note pages quoted ZATCA's November 2021 announcement. All of them, with the e-invoicing page and the penalty calculator, now use the classification guide (May 2024): a warning the first time, and fines from the second. Not issuing an invoice, for example, is SAR 5,000 the second time and reaches SAR 40,000 after the sixth. A new check stops a deploy if a figure differs between the pages and the calculator.
We published the comparison of 20 POS systems across 15 features, each cell with its source, with the methodology page and the questions before you buy.
We published the in-browser XML checker for 38 rules, the VAT number format checker with an embeddable widget, and the penalty calculator from the classification guide.
We published the table of 240 invoice rule codes with their official text and severity, and 40 explanation pages with a fix and an example run through ZATCA's SDK.
We published the first stage of the reference: the glossary, the integration waves table and the limits, methodology and corrections pages. Codes, tools, the comparison and the guides follow in stages, each logged here.

Fines-cancellation initiative extended to 31 December 2026
29 June 2026 · ZATCA update
ZATCA extended the initiative by six months, from 1 July 2026 to 31 December 2026. It covers late registration, late payment and late filing fines, and VAT return correction fines. The announcement does not list e-invoicing offences, so do not assume they are covered.
Wave 23 covers businesses whose revenue passed SAR 750,000 in 2022, 2023 or 2024, with an integration deadline of 31 March 2026. The announcement is in Arabic; its English page did not open when we checked.
