Official text
If the buyer country code (BT-55) is "SA", then these fields are mandatory:street name (BT-50), building number (KSA-18), postal code (BT-53), city (BT-52), District (KSA-4), country code (BT-55).For more information please access this link:https://splonline.com.sa/en/national-address-1/Warning · Source: ZATCA E-Invoicing SDK 238-R3.3.8 · Electronic Invoice XML Implementation Standard v1.2, 19 May 2023, §13.3.1, p. 58 · Checked: 26 October 2026
What it means
When the buyer country code is SA, the address must be complete: street, building number, postal code, city, district and country code. ZATCA's tool (SDK 3.3.8) checks this on tax invoices (01) only, although the rule text does not say so.
When it happens
- The customer gave only the city and street.
- The system writes SA for every customer, even one without an address.
How to fix it
- Ask the business customer for its full national address.
- On a simplified invoice for an individual without an address, do not write a partial address, since a later version of the tool may apply the rule there too (our estimate).
- Fill all six fields and send again.

We ran the wrong example through ZATCA's SDK 238-R3.3.8 on 26 October 2026 and it raised BR-KSA-63, along with BR-KSA-15, BR-KSA-F-06-C28. The example is an excerpt of ZATCA's sample Simplified/Invoice/Simplified_Invoice.xml with one change; the sample without it does not raise the code.

When the buyer country code is SA, the address must be complete: street, building number, postal code, city, district and country code. ZATCA's tool (SDK 3.3.8) checks this on tax invoices (01) only, although the rule text does not say so.
Is the invoice rejected when BR-KSA-63 appears?
A warning: the invoice is accepted with a note; fix the cause in the next invoices. This is its severity in ZATCA's SDK 238-R3.3.8.
How do I fix BR-KSA-63?
1. Ask the business customer for its full national address. 2. On a simplified invoice for an individual without an address, do not write a partial address, since a later version of the tool may apply the rule there too (our estimate). 3. Fill all six fields and send again.
