Error · Source: ZATCA E-Invoicing SDK 238-R3.3.8 · Electronic Invoice XML Implementation Standard v1.2, 19 May 2023, §13.3.1, p. 58 · Checked: 26 October 2026

What it means

The issue time must use one of two formats: hh:mm:ss in local time (such as 19:20:30) or hh:mm:ssZ in UTC (such as 19:20:30Z). Fractions of a second and offsets such as +03:00 are not accepted.

When it happens

How to fix it

  1. Write hours, minutes and seconds only.
  2. If you use UTC, add Z and keep the date in the same time zone (see BR-KSA-04).

Example

Wrong: raises BR-KSA-70
<cbc:IssueTime>17:41:08.250</cbc:IssueTime>
Correct
<cbc:IssueTime>17:41:08</cbc:IssueTime>

We ran the wrong example through ZATCA's SDK 238-R3.3.8 on 26 October 2026 and it raised BR-KSA-70. The example is an excerpt of ZATCA's sample Simplified/Invoice/Simplified_Invoice.xml with one change; the sample without it does not raise the code.
